Minimum Qualifications:

  • Six years of experience in anthropology, archaeology,  architectural history, historic preservation, architecture, building conservation. A master's degree from an accredited college or university in one of the listed fields can substitute for the required years of experience. Public history degrees will only be considered if application indicates a focus on preservation and architecture. 
  • T hree years of experience in the administration of archaeological, historic preservation, and/or architecture related programs and/or projects.
  • Experience conducting archaeological fieldwork and/or architectural survey.
  • Experience working with federal, state and/or local historic preservation laws and rules/regulations, including Section 106 of the National Historic Preservation Act.
  • Knowledge of the National Register of Historic Places Criteria for Evaluation and experience evaluating properties for National Register eligibility.
  • Experience managing program activities to establish goals and objectives, prepare reports, problem solve, work under stress, or possess personnel and project management skills.
  • Experience with ArcView GIS.

 

Preferences:

 

  • Eight years of experience in the administration of archaeological, historic preservation, and/or architecture related programs and/or projects.

 

  • Three years of supervisory experience in the fields or archaeology, historic preservation, and/or architecture related programs and/or projects.

 

  • Experience writing, editing, or reviewing reports complying with 1A-46, Florida Administrative Code, and knowledge of Chapter 267, Florida Statutes.

 

  • Experience writing Programmatic Agreements and Memoranda of Agreement.

 

  • Knowledge of Florida’s history, archaeology, and/or architecture.

 

  • Experience conducting archaeological or architectural fieldwork in Florida.

 

  • Knowledge of the Secretary of the Interior’s Standards for the Treatment of historic Properties.

Duties and Responsibilities:

  • Serves as the supervisor of the Compliance & Review Section of the Bureau of Historic Preservation and the State of Florida’s Deputy State Historic Preservation Officer (Deputy SHPO) for Compliance & Review - one of four Deputy SHPO positions for Florida.
  • Frequently serves as the primary contact for state and federal agencies requesting compliance reviews, as required.
  • Responsible for assurance of compliance with federal, state, and local historic preservation statutes, rules, regulations and ordinances for action on federal, local and private lands statewide, especially in projects that affect or may affect historic resources. Participates in consultation with representatives of federal, state or local agencies, community groups, private consultants and the general public in compliance with federal, state and local regulations protecting historic resources; facilitates compliance with applicable historic preservation statues, rules, regulations and ordinances. Provides general and specific technical assistance and information to the public about the Compliance & Review Section’s program, especially its role in environmental/historic preservation review activities. Supervises functions of the Florida Master Site File (FMSF). Represents the Department at public meetings, workshops and forums, on webinars and conference calls; subject matter may be project specific, program specific, or about historic preservation in general. Performs general administration activities for the Compliance & Review Section, such as timesheets, leave requests, hiring, disciplinary actions, and work plans. Plans and organizes workload and workflow of the Compliance & Review Section, including an annual plan for increased efficiency, staff changes, and/or budget requests. Plans, assigns, and coordinates project reviews with staff on a regular basis. Reviews section correspondence for any section employees not meeting Secretary of the Interior Standards.
  • Reviews Memoranda of Agreement, Programmatic Agreements, and other necessary agreements and makes recommendations to the SHPO. Identifies areas of needed change within the Bureau and makes recommendations to improve operations affecting the Compliance and Review Section and informs the Bureau Chief of section activities and issues at weekly Section Head meetings and upon request. Stays informed of historic preservation issues (programs, policies, procedures, deadlines, problems and events) that affect or could affect the Compliance & Review Section program, and informs the Bureau Chief and the State Historic Preservation Officer.
  • Performs other work related duties, and conducts special projects as required by the Bureau Chief. 

Knowledge/Skills/Abilities:

  • General knowledge of archaeological fieldwork procedures. 
  • Advanced knowledge of the Secretary of the Interior’s Standards for the Treatment of Historic Properties.
  • Knowledge of local, state and federal laws and regulations relevant to the Division’s program areas.
